Lisa talks Marge into going to help rescue animals from an oil spill. This leaves Bart and Homer on their own. Bart causes some damage at what the kids call the local "haunted house." As a punishment, Homer insists that he go there and work to pay for the damage he caused. Bart discovers the house is actually a burlesque parlor. When a hurricane destroys his home and other little things go wrong Ned, who can't take it anymore, explodes in a rage of anger. Marge tries to keep Homer from the big chili cook-off. She's unsuccessful. Homer judges the entries and Chief Wiggum's features an exotic chili pepper. Marge is ejected from the women's investment group. She goes to a Franchise Exposition and decides to become a Pretzel Wagon franchisee. Meanwhile the women's investment group gets a Fleet-A-Pita franchise. When Marge is ready to give up on her business Homer turns to Fat Tony for help. Business starts booming, literally. An antique dealer "with a difference" befriends the family. Homer's okay with that, until he finds out what the difference is. Side Show Bob gets out of jail on a work release program. He will begin working for his brother on the new Springfield Dam project. Despite the initial protests, he is released and Bart fears for his life. A drunken Bart on St. Patrick's Day gets Springfield thinking about prohibition. They discover they've already had a law on the books for 200 years.
